The driveways layer shows the location of driveways as they intersect to roads. Since 2001 driveways have been GPS'd, typically within an accuracy of three feet. A driveway is turned into a road when three or more houses are addressed off of it. The E-911 Ordinance and E-911 Guidance documents address the process of a driveway becoming a road.
