Data and Code for: Think Globally, Act Globally: Opportunities to Mitigate Greenhouse Gas Emissions in Low- and Middle-Income Countries

This article lays out several reasons, such as low land and labor costs, that many of the most cost-effective opportunities for climate change mitigation are likely to be in low- and middle-income countries. We argue that, therefore, high-income countries, as well as multilateral agencies and philanthropists, could and should be tapping opportunities in low- and middle-income countries, rather than just investing in domestic projects, to achieve more mitigation for a given level of spending. We also discuss counterarguments and ethical considerations and lay out policy principles and necessary steps to realize this opportunity to pursue low-cost mitigation in low- and middle-income countries.
