Foss Waterway Superfund Remedial Action Areas (Tacoma)
Over a century of industrial practices left sediments heavily contaminated in the Thea Foss and the City, in collaboration with various agencies, organizations, property owners, took action to remove or cap these pollutants, transforming the marine habitats around the waterway. The remedial action construction was completed in 2006 under a Superfund Consent Decree (CD) issued by the U.S. EPA. This layer shows these remedial actions which included no action, natural recovery, enhanced natural recovery, dredged to clean, dredged and backfilled, and capping. The St. Paul Waterway Confined Disposal Facility (CDF) was also constructed as part of the remedy to contain the material dredged from the waterways. See Thea Foss Waterway Cleanup | City of Tacoma for additional information on the remedial actions. The City of Tacoma Institutional Controls Plan (ICP) for the Thea Foss and Wheeler-Osgood Waterways Remediation Project (Institutional-Controls-Plan_2006.pdf) aims to protect these remedial actions in perpetuity for the purpose of protecting water quality for marine organisms and human health. This static layer was created per Section D.1.2.4 of the ICP to display these historical remedial action areas for permitting purposes for City staff and the public.
