How do Policies Think? A Reflective Framework Analysis Examining Traditional Owner Understandings of water and ascendancy in Murray Darling Basin Water Policy

This thesis asks: To what extent do Traditional Owner understandings of water influence Murray–Darling Basin (MDB) water policy, and do current policies support Traditional Owner objectives and outcomes? Water in the MDB is shaped by colonial legacies, including aqua nullius and market-based governance, which limit Traditional Owner authority, ownership, and participation. Using a reflective thematic framework analysis, nine Basin-related policies were assessed across three themes: Discourse and Framing, Water Rights, and Transformation of Foundations. Reflexive insights from professional work alongside Traditional Owners further shaped the analytical approach.
