This inquiry, established under Section 119 of the Environmental Planning and Assessment Act 1979 (Act No.203, 1979), was held between 9 November and 6 December 1993 before Commissioner Kevin Cleland who was appointed on 21 September 1993. (1) The Commissioner's report was published in January the following year.
