Data for: Unveiling patterns in the quality and consistency of climate adaptation plans of the Global Covenant of Mayors.

The ADAQA-GCoM (ADAptation plan Quality Assessment tool for the Global Covenant of Mayors), based on ADAQA tool (Reckien, et al., 2023) is a customized tool used to evaluate the quality of urban adaptation plans submitted to the Global Covenant of Mayors. The tool assesses plans based on seven components: Fact Base, Adaptation Goals, Adaptation Measures, Implementation, Monitoring and Evaluation, Participation, and Consistency. Each component is evaluated using a set of indicators, and the scores show how plans perform in each area. The dataset used for the ADAQA-GCoM tool is built entirely from the JRC's data, specifically from the GCoM - MyCovenant, 5th Release as of January 2024 (Baldi, M.; Franco, C.; Melica, G.; Treville, A. et al. This data includes information submitted to the platform from January 1, 2008, to January 3, 2024.
