Decker (2026). The figure organizes five conventional dimensions of state fragility—loss of effective physical control, erosion of governing authority, failure of essential public functions, deterioration of legitimacy, and weakening of border and territorial integrity—across four complementary interpretive lenses: state capability and governance, applicability to international law, diplomatic and stabilization significance, and strategic and systems interpretation. The figure is designed to clarify that state fragility cannot be reduced to one institutional score or treated as a single uniform condition. Each dimension remains analytically distinct, even where pressures interact across the governmental system. Territorial loss may impair service delivery without extinguishing statehood; service failure may weaken performance legitimacy without eliminating constitutional authority; and border weakness may increase regional insecurity without establishing comprehensive state collapse. A government may therefore remain legally sovereign while losing practical authority, or retain substantial administrative capacity while experiencing severe legitimacy decline. The figure further presents fragility as a propagation problem within an interdependent governmental architecture. Weakness in one domain may transfer pressure into another: territorial loss may restrict services; service failure may shift authority toward alternative providers; legitimacy erosion may reduce voluntary compliance; and declining compliance may increase coercive, fiscal, and administrative demands that further weaken recovery capacity.
