In 2014, the Federal Government of Nigeria (FGN) obtained financial assistance from the World Bank to support the implementation of the Youth Employment and Social Support Operation (YESSO). The support operation was in line with the World Bank and Nigeria’s commitment to poverty reduction by identifying and boosting capacity of poor households in Nigeria to access increased opportunities for youth employment and social service delivery. YESSO supported existing institutions, especially the National Directorate of Employment to help strengthen their capacities for poverty alleviation. The ‘Skills for Job’ (S4J) is one of the four components of YESSO which is designed to pilot a new approach to skills training with emphasis on demand-driven skills training. It provided technical and soft skills training to young people that would enable trainees to find sustainable jobs, and promote institutional capacity building and public-private sector partnerships. To test the sustainability of the S4J component of YESSO, a baseline survey was carried out between October and December, 2018 to serve as benchmark for impact evaluation (IE) of the S4J interventions.
