SLICE: stratified sampling

Demo of stratified sampling technique for online CME evaluations. Basic logic and QUestions work. Just crude so far but demonstrates the concept. After the first page, there is a section where the group of questions that you are asked are randomly assigned. There is then a role specific section, which uses an earlier Counter score to determine which questions you will be asked.
