Cell2Fire authority lifecycle audit: revocation, native recovery and renewed reuse

This archive contains the executable Cell2Fire authority-lifecycle audit used to test evidence-preserving scientific substitution. The declared support is the restored 400cellsC1 workflow with a fixed action manifest, native Point executor and protected endpoint consisting of the ordered four-bit target-hit vector at cells 1–4; the downstream decision is scenario_membership = any(target_hit). The package contains a three-request certificate bridge (ignition 149→1→149), a 12-mutation panel, independent native references, route ledgers, validator decisions, Point recoveries, renewed reuses, explicit ABSTAIN states, negative controls and SHA-256 manifests. All 12 mutations revoked stale permission and recovered the independent native endpoint through Point; 9/12 changed scenario membership, while three executor-only mutations retained membership but still required revocation. The complete fixed panel contains 38 requests, 36 endpoint-and-consumer matches and two explicit ABSTAIN outcomes. The dynamic audit is action-scoped and does not establish archive-wide wildfire-risk validity or a universal efficiency claim. Cost is not promoted in this dynamic layer.
