依据数据管理能力成熟度评估模型（DCMM），对区域内党委和政府部门进行数据普查（问卷摸底自查、现场调研、调研成果分析梳理），梳理非涉密信息系统和数据资源，形成三清单（系统清单、数据清单、需求清单）Based on the Data Management Capability Maturity Assessment Model (DCMM), data censuses are conducted on Party committees and government departments within the region, including questionnaire-based self-inspection, on-site investigations, and analysis and organization of survey results. Non-classified information systems and data resources are sorted out, and three lists are finally formed, namely the system list, data list and demand list.
