This can be seen as the total area needed to be mitigated if you assume rip-rap absent (top) or rip-rap present (bottom). The percent difference is the mitigation needs if you assume rip-rap present versus absent (289%). The bottom line is that without rip-rap, almost three times (2.89) increase in the area needed to be mitigated (masked effect).
