This systematic review of 49 studies (2015-2024) addresses a critical paradox in educational technology: while 84% of ICT implementations improve student engagement, only 64% achieve corresponding mathematical learning gains. Our work resolves this disconnect through the novel Implementation-Success-Impact (ISI) Framework.
