It contains three files: Dataset_QMS_Certification_Nuclear_Supply_Chains.xlsx — A structured Excel workbook with five sheets: (1) ISO19443_to_ANSN: Matrix 1 — ISO 19443:2018 → ANSN 1.16:2000 section-by-section adherence assessment; (2) ANSN_to_ISO19443: Matrix 2 — ANSN 1.16:2000 → ISO 19443:2018 reverse mapping with gap resolution notes; (3) TFIDF_Results: TF-IDF cosine similarity scores and top term clusters; (4) Expert_Panel_Profile: anonymised expert panel profiles and focus group design summary; (5) Adherence_Legend: four-level adherence criterion definitions. tfidf_similarity_analysis.py — Python 3.10 script that replicates the TF-IDF cosine similarity analysis. Requires scikit-learn and nltk. Includes the full cross-linguistic term mapping (Portuguese to English) applied to ANSN 1.16:2000 prior to vectorisation. README.md — This file. What Is Not Deposited Focus group transcripts are not included. The two-round focus group sessions (April 2023 and December 2023) were conducted under an institutional ethics protocol that protects participant identities. Transcripts are available from the corresponding author upon reasonable request, subject to confidentiality obligations. Participants are identified by code only (P1–P4) in all published materials. Normative texts of ISO 19443:2018 and ANSN 1.16:2000 are not included due to copyright restrictions. These documents must be obtained from their respective issuing bodies: ISO 19443:2018 from https://www.iso.org and ANSN 1.16:2000 from the Agência Nacional de Segurança Nuclear (ANSN), Brazil. Methodology Summary The study employs a convergent parallel mixed-methods design integrating: (1) normative document analysis — section-by-section bidirectional mapping of ISO 19443:2018 against ANSN 1.16:2000 applying a four-level adherence criterion (High / Medium / Low / Null); (2) expert focus group validation — two-round validation with four IRCA-certified nuclear QA auditors, inter-rater reliability Krippendorff's α = 0.81; (3) TF-IDF cosine similarity analysis — quantitative semantic comparison across unigram, bigram, and trigram configurations using scikit-learn (Python 3.10), a priori threshold = 0.40. Key Results: All 13 ANSN 1.16:2000 requirements have correspondence in ISO 19443:2018. 85% rated at High adherence. TF-IDF cosine similarity: 0.51 (unigram), 0.48 (bigram), 0.47 (trigram) — all above threshold. Two bounded gaps identified: organisational independence specification (Medium) and decommissioning lifecycle scope (Low) — both resolvable through targeted QMS documentation. How to Use the Matrices The bidirectional correlation matrices are designed as practitioner diagnostic tools. QMS managers in supplier organisations can use Matrix 2 (ANSN → ISO) as a gap-analysis checklist when preparing for ISO 19443:2018 certification. Engineering managers in licensee organisations can use Matrix 1 (ISO → ANSN) to assess whether a certified supplier's QMS covers their qualification requirements.
