耕地非农化是指在耕地范围内从事非农业活动的现象。我国人多地少,耕地是最为宝贵的资源,关系14亿人的吃饭大事,这决定了保护耕地决不能有半点闪失。“十四五”规划和2035年远景目标纲要强调,“坚持最严格的耕地保护制度”、“遏制耕地‘非农化’”、“严守耕地红线和永久基本农田控制线”。这对增强农业综合生产能力、实施粮食安全战略提出更高要求。
利用高分辨率遥感卫星,对监测区域进行每季度一次的卫星覆盖拍摄,结合多种数据,检测耕地“非农化”行为,提高耕地“非农化”卫星遥感监测能力。产品的桌面端系统以及移动端可同步下发图斑和自查图斑等图斑数据,保障数据的一致性,为耕地“非农化”监察工作提供强有力的数据保障。
Farmland conversion to non-agricultural uses refers to the phenomenon of engaging in non-agricultural activities within the scope of arable land. China has a large population but limited arable land. Arable land is the most precious resource, which is critical to feeding the 1.4 billion Chinese people. This means that there must be no mistakes whatsoever in farmland protection. The 14th Five-Year Plan (2021–2025) and the Outline for the Vision Goals of 2035 emphasize that we must "uphold the strictest farmland protection system", "curb farmland conversion to non-agricultural uses", and "firmly safeguard the permanent basic farmland red line and the control line for arable land". This places higher requirements on enhancing the comprehensive agricultural production capacity and implementing the national food security strategy.
By using high-resolution remote sensing satellites to conduct satellite coverage imaging of the monitored area on a quarterly basis, and combining multiple datasets, we can detect farmland conversion to non-agricultural activities and improve the satellite remote sensing monitoring capabilities for such conversions. The desktop and mobile terminal systems of the product can synchronously distribute data on image patches (including self-inspected image patches) to ensure data consistency, providing strong data support for farmland conversion supervision work.
