TBMM Watch: 28th Term Parliamentary Activity Dataset

TBMM Watch is a versioned parliamentary activity dataset covering the 28th term of the Grand National Assembly of Türkiye (TBMM). It is derived from official, publicly available records published by TBMM and is designed for political science, legislative studies, journalism, civil-society research, and computational text analysis. CONTENTS Version 0.1.0 contains: • 358 plenary sessions and 217,565 speaker segments;• 32,017 coherent MP speeches derived from consecutive speech segments;• 132 open-vote events from 79 source documents, with 78,540 individual MP-vote records;• 45,461 written parliamentary questions and their MP linkage records;• a canonical reference table for 600 MPs;• stable MP identifiers (mp_uid), name aliases, identity links, and party-affiliation timelines;• derived MP-level and session-level activity summaries. DATA COVERAGE AND CUTOFF DATES • Plenary transcripts: 2 June 2023 – 21 July 2026• Open-vote events: 3 October 2023 – 16 July 2026• Written parliamentary questions: 22 May 2023 – 3 July 2026• Snapshot generated: 23 July 2026 The cutoff dates differ by source because each TBMM data collection is published and updated on its own schedule. FORMATS AND INTEROPERABILITY The main tables are provided in CSV, JSONL, and Parquet formats. The archive is distributed as a Frictionless Data Package and includes machine-readable schemas in datapackage.json. Stable identifiers support joins between parliamentary activities, MPs, aliases, and party affiliations. PROVENANCE AND QUALITY The package includes source provenance, source URLs and hashes, an archive manifest, a quality report, documented matching exceptions, and identity-resolution traces. Duplicate identifiers and invalid date or integer fields are checked during release generation. A total of 3,543 speaker-segment rows could not be matched confidently to a canonical MP. These records are retained rather than assigned speculatively and are documented in known_exceptions.json and quality_report.json. The archive contains structured and derived data, not the complete raw TBMM HTML source archive. Rights in third-party source records remain with their respective rights holders. UPDATE AND VERSIONING POLICY The live TBMM Watch dashboard is normally refreshed weekly. Archival Zenodo snapshots are planned monthly when the underlying data has changed. Each snapshot will be published through Zenodo’s “New version” workflow so that the Concept DOI continues to point to the latest release while every individual version retains its own immutable Version DOI. Versioning follows these rules: • Minor releases (0.x.0): new transcripts, votes, or written questions;• Patch releases (0.x.y): corrections or reprocessing without substantial new coverage;• Major releases (x.0.0): incompatible schema changes or a new parliamentary term.
