Replication package: Formal Readiness without Capacity — AI Governance Instruments and Government AI Readiness in Latin America (32 economies, 2021–2024)

Replication package for the article "Formal Readiness without Capacity: AI Governance Instruments and Government AI Readiness in Latin America". The package contains: (1) a panel of 32 Latin American and Caribbean economies (2021–2024) with the pillar scores of the Oxford Insights Government AI Readiness Index (Government, Technology Sector, Data & Infrastructure), the World Bank Worldwide Governance Indicators (2025 release), and World Bank World Development Indicators (GDP per capita and internet use); (2) a regulatory design codebook classifying national AI governance instruments for every country-year (risk-based, principles-based, or no national instrument), with the instrument, official source, and a confidence rating; and (3) Python code reproducing every table and appendix, including pooled and two-way fixed-effects estimates with wild cluster bootstrap inference and the replication of the original specification. All underlying data come from public sources. Derived data are released under CC BY-SA 4.0, consistent with the Oxford Insights licence.
