In practice, the planning of the educational system takes into account the economic framework.
A 100 score is earned where all the following conditions are met:
1) the national government consults with stakeholders about the types of labor force the country's economy needs, and
2) it defines priority areas and incorporates them into the education system planning. Note: the consultations can be anything from periodic meetings with industry representatives to public invitations for any citizen to submit requests.
A 50 score is earned where any of the following conditions apply:
1) the national government sporadically consults with stakeholders about the types of labor force the country's economy needs, and
2) there are no clear priority areas.
A 0 score is earned where at least one of the following conditions apply:
1) the national government doesn't consult stakeholders about the types of labor force the country's economy needs, or
2) the education system planning doesn't consider the needs of the country's economy.
A 0 score is also earned if there is no education planning.
