一、项目目标 感知智能化。万物互联,汇接万物。 协同联动化。整体联动,提质提效。决策数据化。以数施政,助力决策。 管理智慧化。全域覆盖,可用可控。民生品质化,创新服务,服务民生。二、建设内容 1. 建立统一的监督指挥中心机构,编制统一的指挥手册,建立完善的评价考核体系。 2.建设6标系统+ N个行业应用系。 3.建设数据,地理编码数据,部件数据实景三维数据 4.监督指挥中心场地建设/ 数据中心/ 有线/无线网络三、平台构成 1.总体框架(见正文) 2.市、县级城市综合管理服务平台 3.业务指导系统。共享、展示知识和经验,通过城市之间的相互学习,提升城市管理和服务水平。 4.智慧协调系统(见正文) 5.无线数据采集子系统。监督员量身定制的手持信息采集终端,通过该系统,监督员可以将日常巡查发现的城市管理问题,在拍照、录音并形成案件表单后,快速上报到城市管理监督中心。此外监督员还可以利用该系统接收监督中心 分派的各项任务,对城市管理问题进行核实核查。 6.呼叫中心受理子系统。是为城市管理监督中心定制的受理工作平台,用户可以通过该系统受理各种来源的城市管理问题,包括公众通过电话等途径举报的城管问题和监督员使用城管通上报的各类问题。 7.协同工作子系统。实现图、文、表一体化的数字化城市管理,实现基于工作流的监督中心、指挥中心、各专业部门、各级领导之间协同工作,具有良好的自适应性、良好的可扩展性和免维护性。系统将任务派遣、任务 处理反馈、任务核查、任务结案归档等环节关联起来,实现各个部门之间的资源共享、协同工作和协同督办。 8.监督指挥子系统。具有整合地理空间数据和业务数据信息、实现基于地图的监督指挥等功能,并能对发生市政监管问题的位置、处置过程、监督员在岗情况、处置结果等信息进行实时监控,既可以在日常工作中实时监控智慧城管业务运行状况,又可以在相关人员参观时,展示智慧城管运行成果。 9.综合评价子系统.运用综合评价模型,将信息化技术、评价考核的工作模式应用到智慧城市管理中,通过基于“智慧城市管理信息系统”的信息存储和信息查询,实现对历史 数据的评价分析,将其以图形化或表格化。 10.地理编码子系统。地理编码子系统提供了一种把具有地理位置的信息资源赋予地理坐标、进而可以为计算机所计算的方式。通过地理编码,将城市现有的地址进行空间化、数字化和规范化,在地址名称与地址实际空间位置之间建立起对应关系,实现地址空间的相对定位,把各种数据资源反映到空间上,提高空间信息的可读性,在空间范围内达到信息的整合。 11.基础数据资源管理子系统。是给系统管理员使用的管理平台,用于维护智慧城管信息系统所使用的空间地理信息数据,实现空间地理信息数据的发布,并对不同地图来源的整合。 当用户空间管理范围、空间数据、部 件数据发生变化时,系统管理员通过系统可以实现空间数据的维护。 12.应用与维护子系统。快速搭建、维护城市管理业务,定制业务工作流程, 设置组织机构、修改业务流 程、调整人员权限、系统数 据备份等日常维护工作。 13.行业应用系统(见正文) 14.公众服务系统(见正文) 15.数据汇聚系统。根据城市综合管理服务工作要求,汇聚城市管理基础、城市部件事件监管、城市管理行业应用、相关行业、公众诉求和网络舆情等数据。 16.数据交互系统。数据交换子系统具有与上级城市综合管理服务平台、各专业子系统等进行数据交换的功能。交换的数据可包括城市部件事件监管、城市管理行业应用、相关行业、公众诉求和网络舆情等数据等。通过建立统 一的政务信息交换标准规范及数据交换系统,实现城市电子政务信息的整合与共享。四、行业运用 1.综合执法管理系统。通过整合行政执法资源,统一行使各部门相关行政执法权限,处理日常巡查发现、领导办、群众举报、企业双随机抽检和指挥中心下发的各项任务,将行政许可、行政监督、行政强制和行政处罚等环节相结合,避免多头执法,提高效率。可对接工商法人库,将全市所有的企业信息同步过来,并分配到具体的网格中进行网格化管理。目前系统通过整合企业数据,为后续执法提供基础数据支撑; 届时网格员和执法人员在日 常工作中可通过企业名称、行业分类等进行快速检索查询。并在地图上进行位置标注,并对企业检查、抽查的记录进行登记上传。 2.智慧执法APP.为信息采集员提供移动执法通设备,同时为一线执法队员提供配套设备,实现严肃、文明执法的信息化. 3.“智慧城管”微信公众号.是市民参与城市管理、享受城管服务、与城管互动的窗口,是市民与城管的连心桥,是推进城市管理工作由单纯的政府单向管理向政民双向互动、共治共管、共建共享转变的重要手段。“我为人民管城市,我和百姓心连心”城管理念得以体现,优化了公 众交互体验,进一步提升了市民百姓参与城市管理的热情,推进城市管理水平持续提高。 4.智慧停车管理系统。集智能无线地磁、智慧停车管理服务平台以及手机App/PDA等于一体, 用户不用架设无线基站, 不用投入监控主机, 彻底颠覆传统 停车管理系统的施工运维模式。 5.智慧AI视频识别分析系统。建设城管城市视频智能分析系统,通过视频监控中的AI(人工智能) 识别技术,实时智能分析,识别公共环境、公共秩序等方面存在的占道经营、游摊小贩、垃圾乱堆、机动车乱停乱放等城市违法乱纪行为。并触发预 警,和平台的城管指挥调度中心进行事件处置联动 。 6.市政物联网监测平台(见正文)。 7.渣土运输监管平台。渣土运输监管管理平台可对所有的工程渣土运输驾驶员、渣土车工地、渣土消纳场、渣土运输车辆全程实时监管,监管渣土车运输过程中不按规定线路行驶,抛洒滴漏、车辆超载、疲劳行驶等问题。 8.智慧环卫管理平台。对环卫车辆作业管理,包括对车辆轨迹、车载内外视频、路线规划范围、车辆报警信息等进行实时监管。 9.桥梁安全监测平台(见正文)。 10.城市积水监测平台(见正文) 11.地下管网管理。用新的技术手段和方法, 建立基于物联网感知体系和地理信息系统平台的地下管网信息系统,实时 监测给水、排水、燃气、热力、电信、电力、工业 管道的跑冒滴漏及安 全信息。 12.智慧公厕管理。通过对公厕智能化管理、公厕保洁管理、公厕公众服务、公厕大数据分析, 实现智慧公厕落地, 实时查看保洁员定位和行动轨迹; 并为公众提供全新的公厕服务。 13.市容市貌管理。通过市容市貌管理, 对城市商户门前三包、流动摊贩等进行统一管理、全民参与加强市容市貌监管,打造共建共治共享的智慧城管新格局。 加强城市管理工作, 美化城区环境, 塑造良好的城市形象, 提 升城市竞争力, 加快现代化文明城市建设进程。 14.智慧园林管理。智慧园林监管系统通过应用最新一代信息技术, 实现从园林绿植养护过程中的动态监测。建立园林绿植大数据, 为行政决策提供科学依据。包括绿植养护计划、绿植专项活动、绿化数据管理、名优树木信息管理等。五、实施成效 1.视频监控全接入 2.领导工作全局化。 3.分析研判多维化。 4.打造城管大数据。 5.实现业务大联动。

II. Construction Content

6. Call Center Acceptance Subsystem: A customized work acceptance platform for the urban management supervision center.
