The commercial harvest of giant and bull kelp for non-edible purposes is managed spatially in 87 administrative kelp beds that span much of California's coastline including the Channel Islands. Each kelp bed falls within one of the following management categories: open, closed, leasable, and leased. Please refer to California Code of Regulations (CCR) Title 14 Section 165 and 165.5 for the specific kelp bed boundaries and commercial algae harvest regulations.
