1966 Establishment Census of Japan: Survey Outline, Questionnaire, etc.

All establishments in Japan on the date of the census, except the following:
1. Individual proprietorships that, based on the 1963 version of the Japan Standard Industrial Classification, were classified as belonging to Division A: Agriculture, Division B: Forestry and Hunting, or Division C: Fisheries and Aquaculture. However, if a farmer or fisherman operating as a single proprietor had set up another type of business not belonging to agriculture, forestry, or fisheries on the same premises, such as a shop or factory, that business was included in the census.
2. Establishments that, based on the 1963 version of the Japan Standard Industrial Classification, were classified as belonging to Major Group 82: Domestic Services, Major Group 95: Foreign Governments and International Agencies in Japan, or Division M: Government (prefectural offices, municipal town halls, etc.).
3. Establishments without paid employees, such as alumni associations, parent-teacher associations, hobby clubs, and neighborhood associations.
4. Establishments with no established facilities permanently fixed in one place, such as street shoeshiners, newspaper stands, and street vendors.
5. Establishments that on the day of the census had been closed down for three months or more.
6. Establishments operating on the premises of an establishment in a separate business that (1) operate solely for that establishment, such as cafeterias and shops within another business such as a factory or company office building; or that (2) serve the customers of that other establishment but are under the management control of another head office or branch office, etc., such as cafeterias and shops in another business such as a cinema, theater, or station; or that (3) act as subcontractors of that other establishment but are under the management control of another head office or branch office.
