The Coupling and Coordination of Rural Labor Force Transfer, Land Transfer and Agricultural Ecological Environment in Henan Province

In the new development period, the transfer of rural labor force, land transfer and agricultural ecological environment in Henan Province complement each other, jointly promoting the sustainable development of agriculture. This study employed the coupling coordination degree measurement method to analyze the evaluation index, comprehensive evaluation index and coupling coordination degree of rural labor force transfer, land transfer and agricultural ecological environment in Henan Province from 2015 to 2024. Meanwhile, the moving average method is used to predict the coupling and coordination degree of the three subsystems in Henan Province from 2025 to 2029. The results show that from 2015 to 2024, the comprehensive evaluation indices of the three subsystems in Henan Province present a fluctuating and changing state. From 2015 to 2017, it showed a downward trend. From 2017 to 2021, it presented a slow and steady upward trend. From 2021 to 2022, it experienced a rapid downward trend. After 2022, it showed a relatively fast upward trend. The coupling degrees of the three subsystems in Henan Province are distributed between 0.17 and 0.33. Among them, from 2015 to 2017, the coupling degree among the three subsystems was between 0.2 and 0.3, which was barely coupled, but the coupling degree showed a downward trend. The coupling degree among the three subsystems gradually increased from 2017 to 2022, and showed a downward trend after 2022. The coupling coordination degree among the three subsystems in Henan Province is distributed between 0.13 and 0.23, showing an overall upward trend, presenting an alternating state of low-degree coupling and barely coupled. The predicted values of the coupling coordination degree of the three subsystems in Henan Province from 2025 to 2029 are 0.247, 0.254, 0.207,0.216 and 0.199, showing no continuous increasing trend. Therefore, it is suggested that in the future, Henan Province should, from the perspectives of optimizing the rural labor force transfer mechanism, standardizing land transfer and safeguarding farmers' rights and interests, and promoting comprehensive management of the agricultural ecological environment, dynamically adjust policy tools in combination with the province's planning to promote high-quality development of agriculture in Henan Province.
