The discovery of mirror neurons—cells that fire both during action execution and observation—is one of the most significant findings in modern neuroscience, yet the field remains hindered by significant terminological fragmentation and conceptual overreach. This document presents the SERNA Conceptual Standard for Mirror Neurons and Imitation Learning (SCS52), a unified theoretical framework designed to standardize definitions and model the causal pathways of observational learning and social understanding. SCS52 establishes 12 canonical terms (SCS52-T01 through T12) that strictly differentiate between motoric resonance, goal-directed emulation, and true imitation. The standard introduces the Action-Perception Resonance (APR) model, which incorporates 10 testable hypotheses (SCS52-H01 through H10) mapping the bi-directional relationships between the premotor cortex, the inferior parietal lobule, and the superior temporal sulcus. By resolving 8 documented field inconsistencies—such as the "Mirroring vs. Mentalizing" debate—SCS52 provides a rigorous foundation for cumulative science in motor neuroscience and social cognition, facilitating the development of neural-based therapies for social communication disorders.
