NIS Across-Year Concatenation
1. First, contents of each year are examined and cross-referenced with data
dictionaries to ensure accuracy and completion.
2. All years are concatenated
3. The variable H_CONTRL was only made avaialble for 2002-2007 in a supplemental
file so it must be merged in.
- both datasets are sorted by YEAR then HOSPID for merge
