Panel Data: AI Governance, Enabling Capacity, and SME Export Orientation in Latin America (2025)

Country-level panel (N = 16) combining 2025 Latin American AI Index (ILIA) governance and enabling-capacity scores (ECLAC/CENIA) with World Bank Enterprise Surveys data (indicator IC.FRM.EXS.ZS) on SME export orientation. Built to support a fuzzy-set Qualitative Comparative Analysis (fsQCA) testing which configurations of AI governance readiness, structural enabling capacity, and domestic market size are sufficient to explain high SME export orientation across Latin American economies. Variables: governance score (ILIA 2025), enabling-capacity score (ILIA 2025), total population (2023, market-size proxy), percentage of firms exporting directly (World Bank Enterprise Surveys, reference year varies by country, 2016–2025). Includes calibrated fuzzy-set membership scores and truth tables under two calibration schemes (percentile-based and substantive anchors) for robustness. Three of the nineteen ILIA countries were excluded: Cuba (no Enterprise Surveys coverage — structural absence, not missing data) and Argentina/Venezuela (Enterprise Surveys data predates the 2025 ILIA wave by 9 and 16 years respectively, compromising synchronic comparability).
