NREL land-access availability and bus-capacity artifacts for PyPSA-USA GODEEEP workflow

Pre-computed per-cell availability rasters and per-bus capacity rollups derived from NREL reV supply-curve outputs, intended as runtime inputs to PyPSA-USA's GODEEEP capacity-factor workflow. File pattern: avail_{tech}_{access}[_cec|_boem].nc (per-cell availability on the GODEEEP Lambert Conformal grid) and caps_{tech}_{access}[_cec|_boem].nc (per-bus weight, p_nom_max, potential, average_distance, underwater_fraction). tech ∈ {solar, onwind, offwind, offwind_floating}; access ∈ {reference, limited, open}; _cec overlays the CA-only CEC Wind/Solar BaseScreen for solar/onwind; _boem overlays the BOEM OSW planning-area screen for offwind variants. See the full README inside the record for nuances: EPSG:5070, raster nodata values, the ncf_2035 percent-vs-fraction quirk, and the upstream PyPSA-USA config snippet that consumes these files. Companion records for the compressed GODEEEP capacity-factor inputs are split per (tech, scenario) under the *_compressed keys in the PyPSA-USA zenodo_downloader.py. v1.2 update: the 24 caps_*.nc files now cover the full CONUS (onshore + offshore), rebuilt against the usa interconnect bus regions of the nrel_smoke_rcp45cooler_2030_reference run (40,995 onshore + 295 offshore polygons). Schema is unchanged; per-bus rollups now include Eastern Interconnect and ERCOT buses plus Atlantic/Gulf offshore wind sites. The 24 avail_*.nc files are unchanged from v1.1 (GODEEEP WRF grid is CONUS-wide regardless of bus regions).
