In law, there are restrictions for civil servants entering the private sector after leaving the government.
A YES score is earned where the law forbids civil servants to take a position in the private sector for a period of time after leaving government if the position involve any of the following:
1) would present a conflict of interest,
2) would involve seeking to influence their former government colleagues, or
3) would establish a relationship between the former and the new office.

A NO score is earned if no such law exists.
