Fair Access in Communities Tool (Raw Tract Data)

Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in programs and activities that receive federal funding. The Civil Rights Restoration Act of 1987 clarified that this protection applies to all activities of federal-aid recipients, whether or not each activity is directly federally funded. The Fair Access in Communities Tool (FACT) was developed by the North Central Texas Council of Governments (NCTCOG) to help identify areas where protected populations are present. The tool uses demographic data from the American Community Survey (ACS) at the Census block group level to support nondiscrimination planning and analysis. The tool is intended to help identify areas that may benefit from further analysis and engagement. Regional averages are available as a reference but are no longer the sole criteria for highlighting areas of interest. Users are encouraged to consider the context and scope of their own projects when interpreting the map or conducting analyses.
