PROBLEM TO BE SOLVED: To provide a sheet forming device capable of easily forming watermark patterns having uneven shapes on a sheet. SOLUTION: The sheet forming device includes an endless mesh belt 23 traveling while holding fiber inclusions， a feeding part 19 for feeding the fiber inclusions to the mesh belt 23， and a pressing part 14 for pressing the fiber inclusions at a predetermined pressure; a watermark part 59 for forming watermark patterns is disposed on a sheet obtained by pressing the fiber inclusions in the pressing part 14; the watermark part 59 has a predetermined thickness， and watermark materials 96 having shapes of the watermark patterns are disposed on a fiber inclusion-holding face of the mesh belt 23; the pressing part 14 presses the fiber inclusions against the mesh belt 23 provided thereon with the watermark materials.
