This figure maps the approximate geographic distribution of major U.S. copper conversion and fabrication facilities in 2025, including primary smelters, primary electrolytic refineries, electrowon refineries, secondary smelters and refineries, rod mills, and representative downstream manufacturers. It was prepared for Nicolin R. Decker’s Conversion Sovereignty and Strategic Tempo: Copper Fabrication, Thermal Infrastructure, and AI Industrial Capacity, 2026–2056. The figure illustrates the geographic separation between upstream copper production and downstream fabrication. Mining, smelting, refining, and electrowinning capacity is concentrated principally in Arizona, Utah, New Mexico, and Nevada. By contrast, wire, cable, tubing, coil, and other engineered-component manufacturing is distributed across Texas, Alabama, Georgia, South Carolina, the Midwest, the Northeast, and additional industrial regions. This distribution supports the paper’s central distinction between resource availability and conversion capacity. Copper extracted or refined in the Southwest does not become deployable electrical, digital, cooling, or grid infrastructure until it passes through a sequence of intermediate and downstream industrial stages: Mine → smelter or electrowinning facility → refinery → rod mill → fabricator → installed infrastructure. The figure should therefore be interpreted not merely as a facility-location map, but as a systems representation of the spatial dependencies embedded within the domestic copper conversion chain. A disruption, capacity constraint, transportation interruption, or qualification delay at any intermediate stage may prevent upstream mineral abundance from becoming downstream infrastructure capability. The analytical finding represented by the figure is that conversion sovereignty is not measured by domestic mineral production alone. It depends upon the resilience, geographic redundancy, interoperability, and conversion velocity of the industrial network that transforms copper into deployable national infrastructure. Facility locations are based on publicly available sources and are approximate. The map is intended for analytical and illustrative purposes rather than as a definitive or comprehensive operating-facility inventory. Primary industry counts and classifications are based principally on the U.S. Geological Survey’s Mineral Commodity Summaries 2026: Copper, supplemented by publicly available operator disclosures and other public industry information.
