This series consists of the confidential meeting minutes of the Municipal District of Campbelltown (1882-1906), Municipality of Campbelltown [I] (1906-1948), Municipality of Campbelltown (II) (1949-1968) and City of Campbelltown (1968- ). In order to discuss confidential business, council could form itself into a Committee of the Whole during a meeting. A Committee of the Whole was not required to make its business public through the minutes, only its recommendations.The confidential minutes were called Special Finance and were the closed part of the Council meeting. Special Finance were included in the Minute books [NRS 20678] up to April 1991 after this time the Special Finance were kept in separate Confidential Minute books up to December 2013. 2014 onwards the confidential minutes of Campbelltown City Council were produced digitally.The minutes usually include the following sections: present, apology, also in attendance, acknowledgement of land, declaration of interest, confidentiality motion, confidential items, reporting officer, reason for confidentiality, purpose, report/history, officers’ recommendation, and motion. The minutes could also include resolutions from the confidential section of the Ordinary meeting of Council.The meetings were closed and the minutes were made confidential usually regarding one or more of the following that the meeting was going to contain personnel matters concerning particular individuals, the personal hardship of any resident or ratepayer, information that would create a commercial advantage on a person doing business with the council, commercial information of a confidential nature position such as revealing a trade secret or commercial advantage, matters affecting the security of council, councillors, council staff or property,  information concerning the nature and location of a place or an item of Aboriginal significance on community land, alleged contraventions of any code of conduct requirements, advice concerning legal litigation.Consignment 1 is in paper format while Consignment 2 onwards are Digital.
