AI Procurement Contracts

GPT-5 was used to classify 6,127,564 procurement contracts from the World Bank, Open Contracting Partnership, and the European Union’s Tenders Electronic Daily (TED) Platform. This dataset includes 17,865 contracts that were classified as pertaining to AI and possessed a valid income group classification. These contracts are also classified into a tool category based on the description of the contract from its source using GPT-5. This dataset is used to re-create Figures 5.2 and 5.7 in the World Development Report 2026: AI for Development.
