SOCIO-PHILOSOPHICAL FOUNDATIONS OF HARMONIZING STATE AND INDIVIDUAL INTERESTS IN THE SOCIAL PROTECTION OF INTERNAL AFFAIRS OFFICERS

The article examines the social-philosophical foundations of harmonizing state and individual interests in the social protection of internal affairs officers. Social protection is interpreted not merely as compensation or sectoral privilege, but as an institution through which the social state recognizes human dignity, professional risk, public responsibility, and the legitimate private interests of persons exercising public authority. The study analyses Uzbekistan’s current legal framework through dialectical, axiological, institutional, comparative, and system-structural approaches. It argues that the state’s interests in public security, discipline, institutional continuity, and citizens’ trust are objectively connected with officers’ interests in health, family stability, housing, fair material security, rest, pension guarantees, legal protection, and professional development. A conceptual model is proposed in which justified social guarantees strengthen professional resilience and ethical autonomy, thereby supporting lawful service, legitimacy, and public security. The harmony of interests is therefore defined as reciprocal and proportionate responsibility rather than the subordination of the individual to the state or the transformation of public service into private privilege.
