PROBLEM TO BE SOLVED: To provide a swirling flow forming device and a depositing device capable of regenerating raw material including a release agent. SOLUTION: A sheet manufacturing apparatus is provided with: a fibrillating section for fibrillating raw material including a release agent with releasability against adhesive material， and fibers; a depositing section for depositing fibrillated material fibrillated in the fibrillating section; a supplying section for supplying a binder that binds the fibers to the deposited material in the deposited section; and a forming section for forming the deposited material to which the binder has been supplied in a sheet shape.
