Re-keys the archive on the FSA county, recovering eligibility determinations that the previous FIPS-keyed processing discarded, and adds automated S3 publishing. Corrections 72 recovered determinations. The archive keyed on the Census (FIPS) county, so where FSA administers one Census county as several offices, one office's determination overwrote the others'. West Pottawattamie IA, Southeast Nye NV, South St. Louis MN, Shannon SD, West Polk MN, and both Otter Tail MN offices each lost records this way. 51,276 → 51,348 records. 29 duplicate records are gone. Latin-1 bytes in the 2014 county names were labelled as UTF-8, so iconv() silently did nothing and the affected counties failed to match. Two Maine offices are mapped. FSA 23002 (Houlton) and 23004 (Fort Kent) were missing from the recode table and were being dropped by an unguarded filter. Grain One record per FSA county, program year, pasture type, and disaster type: 51,348 records across 2,843 FSA counties and 2,836 Census counties, program years 2008–2025. A Census county may now carry several records. Consumers joining on FIPS should expect this — it is the same change fsa-normal-grazing-period made, for the same reason. FSA determines eligibility at county grain while fsa-counties-dd17/dd22 describe its office grain. 17 FSA counties (60 records) are therefore named here but not defined there: Puerto Rico municipios, Alaska boroughs, and counties administered from a neighbouring office. FSA's own codes also change over time — 46113 (Shannon, SD) resolves only against dd17, 46102 (Oglala Lakota) only against dd22. This cross-reference is reported in qa-report.txt rather than enforced, because the two describe different units. Outputs and publishing fsa-lfp-eligibility.csv and fsa-lfp-eligibility.parquet are published as mirrors of one another (Parquet: zstd level 13, dictionary encoding), alongside qa-report.txt, the dashboard assets, and the foia/ correspondence. All are tracked in git as well as mirrored to S3 and served via CloudFront at https://data.sustainable-fsa.com/fsa-lfp-eligibility/. A GitHub Actions workflow refreshes and republishes the archive. The QA report is reproducible: its generation timestamp is removed, so identical inputs produce identical bytes. Dashboard Keyed on the 5-character FSA county code and drawing fsa-counties-dd22 geometry, so counties FSA splits across offices render separately rather than one hiding the other. Citation A .zenodo.json types the Zenodo record as a dataset under CC0, matching the archive's licensing: the USDA source data are public domain (17 USC § 105) and the derivative outputs are released under CC0. Zenodo's GitHub integration otherwise defaults releases to upload_type=software and does not honor type: dataset in CITATION.cff.
