This paper introduces the Unified Theory of Stationary Light (TSL), a topological framework proposing an inversion of conventional mechanics: light is not an entity traveling across a void, but a static density constant of the vacuum (\zeta), whereas matter constitutes a Stationary Trap—light confined within a toroidal 2\pi geometry. By deriving the Mass-Radius Reciprocity equation (2\pi m_0 v^2 r = -c^2) and the Master Equation of the Physical Tally, we resolve long-standing anomalies including the Quantum-to-Cosmos scaling gap, the HR 8799 planetary chemistry paradox, and the physical mechanisms driving Expanding Earth rifting.
