Evaluation results of social and medico-social institutions and services (ESSMS)

## Description of the dataset
This dataset shall make available in a structured, easily reusable format all information published on the HAS website on [Evaluation of Social and Medical-Social Institutions and Services (ESSMS)](https://www.has-sante.fr/jcms/p_3324490/fr/evaluation-des-essms-référentiel-et-manuel), via the establishment fiches [Qualiscope](https://www.has-sante.fr/jcms/c_1725555/fr/qualiscope) (webpages) or in the public evaluation reports (PDF format).

These data are extracted from the Synaé information system, on which the evaluations are entered.

The main categories of information available concern:
- The evaluating bodies;
- ESSMS;
- The conduct of the evaluation;
- Listings of chapters, themes, objectives and imperative criteria;
- The quality scale and the value of the indicators composing it.

This information is available in three files described below.

### File `open_data_par_eval`

This file contains one line per evaluation.
It includes the data contained in the evaluation reports from the Synaé information system, in particular the ratings obtained and the characteristics of the ESSMS.

The same assessment may concern more than one ESSMS.
This file is not suitable for carrying out analyses at institution level (see Multi-ESSMS evaluations), nor for calculating the result of the quality scale (see Calculation of quotations).
It contains neither the quality scale nor the indicators of which it is composed.

### File `open_data_par_essms`

This file contains one line per ESSMS. The characteristics of the ESSMS come from the FINESS directory (see Characteristics of the ESSMS).
Quotations are those used in the calculation of the quality scale, recalculated to two decimal places uniformly across all assessments.
They are therefore slightly different from those presented in the reports for the years 2023 and 2024 (see Calculation of quotations).

### File `open_data_echelle_quality`

This file has one line per ESSMS.
This is a lighter file than the open_data_par_essms file, without the quotations representing a large number of columns.
This file is suitable for quality scale analyses.

### Format and documentation

Each file is available in two formats: Excel and Parquet.

The Excel file dictionary _variables.xlsx documents the columns of the three data files, with one tab per file.

### Perimeter

The data refer to evaluations closed since the implementation of the [HAS-led evaluation process](https://www.has-sante.fr/jcms/c_2838131/en/understand-the-new-evaluation-of-essms), i.e. since the end of 2022.

The data made available relate to closed evaluations, the results of which can be consulted on the HAS website: [Qualiscope.](https://www.has-sante.fr/jcms/c_1725555/en/qualiscope)

Evaluations are excluded:
- Closed less than three months ago (publication deadline)
- With a technical anomaly, e.g. lack of FINESS number

## Points of attention

### Calculation of quotations

Since 2025, the method for calculating the ratings of the criteria in the Synaé information system is no longer the same as in 2023 and 2024.
Previously, the rating of a criterion, derived from the average of the ratings of its evaluation elements, was rounded to the nearest integer.
Now it is calculated to two decimal places.

By fair treatment when calculating the quality scale, the ratings of criteria, objectives, themes, and chapters were recalculated to two decimal places, for the evaluations carried out in 2023-2024.

On Qualiscope's ESSMS sheets and public reports, the ratings displayed are those of the evaluation, not those that have been recalculated.

In the open_data_par_eval file, the quotations are the same as those displayed on the ESSMS sheets and Qualiscope public reports, while in the open_data_par_essms file, the quotations are the recalculated quotations, which can be used to calculate the quality scale.
