Extract from the legal units of the SIRENE database belonging to the public service

The processing is carried out from [data from the SIRENE database](https://www.data.gouv.fr/fr/datasets/base-sirene-des-entreprises-et-de-leurs-etablissements-siren-siret/) We have taken the following rule to determine whether a legal unit belongs to a public service: — legal category equal to ‘3110’: Representation or commercial agency of state or foreign public body registered with the RCS — legal category equal to ‘3210’: Foreign State, community or public institution — legal category beginning with ‘4’: Legal person governed by public law subject to commercial law — legal category beginning with ‘7’: Legal person and body subject to administrative law The treatment is carried out on a python notebook.
