This dataset compiles a balanced panel of India and African economies bordering the Western Indian Ocean for 1995–2023, covering variables on CO₂ emissions, climatic stressors, blue and green ecosystem stocks, and macroeconomic indicators. It supports empirical examination of the climate–carbon–economy nexus through the lens of the Blue Economy. Variable definitions, units, and original data sources are documented in an accompanying codebook.
