The aim of the study was to synthesize important parts of Norwegian research about local government organization, and to update the knowledge through an independent analysis and discussion of local government within a legitimacy perspective.
The main question is: Have the role of local government politicians been strengthened as a result of the organizational initiatives that are put into effect?
