Summary: The Large City Policy is an instrument of the Federal Government that was launched in the framework of the coalition agreement 1999-2003 to tackle the problem of the social and economic revival of disadvantaged neighbourhoods together with the (large) cities concerned. The Law of 17 July 2000 and its implementing decrees have further anchored the policy of large cities and laid the budgetary basis for it. The four main objectives of the Federal Urban Policy are: improving the quality of life in cities; improving living conditions; the promotion of security, the revival of economic activity. Within this framework, several metropolitan projects are financed, which can be implemented area-based or thematically in accordance with the principles of subsidiarity and the conclusion of a contractual commitment to result. These "urban contracts" include all projects that are (co-)financed per city or municipality through the Big Cities policy. For each project, the context, the objectives, the indicators, the results and the allocated amount are elaborated in detail and in a programme-by-programme manner. The project ran until 2003. The year 2004 is generally seen as a transitional year. Purpose: Visualisation and demarcation of the part of the Federal Urban Policy for the City of Antwerp. Creation: The subsidy programme for the city of Antwerp of the federal Big Cities policy has three substantive components, one of which advocates a truly area-based approach and the two others are in principle aimed at a specific target group: area development Spoor Noord , Integrated approach to prostitution , Integrated approach to youth crime. In practice, the integral approach to prostitution focused on the Schipperskwartier and this part was therefore also filled in area-oriented. The subscription that took place concerns only the area development section of Spoor Noord and was done on the basis of the statistical sectors. Spoor Noord refers to a 24 ha railway site in the middle of this area, where SNCB has phased out all its activities in recent years. The renewed emplacement must become the engine of new developments that benefit this district. The old railway yard will be transformed into an urban park landscape in the coming years, with the emphasis on the sports, recreation and meeting opportunities that the park can offer. The park will be 17 hectares in size. The remaining 7 ha are intended for commercial and residential functions.
