The purpose of this handbook is to provide prospective and certifed observers—and providers—with an overview of the Northeast Fisheries Observer Program—its objectives, approach and requirements for observed fshing trips. This document ofers brief summaries of a range of observer-related requirements, along with references to the specifc policies, memoranda, documents and/or reports that related to each.
