New Jersey Urban Aid Municipalities for FY26

Urban Aid was a state aid program aimed at distressed urban municipalities that was merged with other state aid programs into Consolidated Municipal Property Tax Relief Aid in 1995. The Urban Aid designation list is updated annually according to a statutory formula, however annual “hold-harmless” language in the Appropriations Act allows municipalities to retain the designation if they had qualified by formula in the past. The Urban Aid designation is used by the New Jersey Redevelopment Authority and the Departments of Community Affairs, Transportation, and Environmental Protection in determining eligibility for certain grant and technical assistance programs.城市援助计划（Urban Aid）是一项面向困境城市市政当局的州级援助项目，于1995年与其他州级援助项目合并为《综合市政财产税减免援助计划》（Consolidated Municipal Property Tax Relief Aid）。城市援助资格名录每年会依据法定公式进行更新，但《拨款法案》中的年度无损害保障条款允许过往曾通过公式审核符合资格的市政当局保留该资格认定。新泽西州重建局（New Jersey Redevelopment Authority）、新泽西州社区事务部、交通部与环境保护部在判定部分拨款与技术援助项目的参与资格时，会将城市援助资格认定作为判定依据。
