The netcdf file e.g., "waccmx_cam6_0_032_smin_clim.cam.h1.0004-09-17-00000.nc" contains select outputs from a Free running WACCM-X with constant solar flux of f107=70 sfu and constant kp=1, with Heelis model for high-latitude fields. These a subset of the original model output. As this is a free-run case, the data represents a generative year, e.g., in this case Year='0004'. The times are in UT and counted in days since year=0001.
