CDC Social Vulnerability Index (SVI) was created to help health officials and emergency response planners identify and map the communities that will most likely need support before, during and after a hazardous event. SVI indicates the relative vulnerability of every block group in Boulder County. It ranks the block groups on 16 social factors and groups them into 4 related themes. Each block group receives a ranking for each Census variable, for each of the 4 themes, and an overall ranking. Methodology: Download the American Community Survey (latest 2019-2023 5-year estimate) tables for each of the 16 factors. Calculate the percentage for each social factor by dividing the estimate value by the total universe estimate. Perform PERCENTRANK function on each social factor percentage to get the percentile for each social factor. The PERCENTRANK function is used to evaluate the relative standing of a value within a dataset. Sum the social factor percentiles for each of the 4 themes. Then perform PERCENTANK again to get a final percentile rank for each theme. Sum the percentiles of the 4 themes, then perform PERCENTRANK to get the final, overall SVI.
