Central Springs/East Coast Regional Water Supply Planning Area

The Central Springs/East Coast (CSEC) Regional Water Supply Plan (RWSP) supports the protection of natural resources and sustainable water supplies in the St. Johns River Water Management District. The plan addresses projected water demands through 2040 and identifies water supply and resource development projects and conservation strategies to meet future needs while preserving environmental integrity. The planning region includes all or part of six counties: Volusia, Brevard, Indian River, Lake, Marion, and Okeechobee. It encompasses three sub-regions: Marion and north Lake counties; Volusia County; and Brevard, Indian River, and Okeechobee counties. The region is home to six Outstanding Florida Springs and features the headwaters of the St. Johns River, the Indian River Lagoon, and over 140 miles of Atlantic coastline. The St. Johns District is working in partnership with local utilities, communities, the Southwest and South Florida water management districts, the Florida Department of Environmental Protection (DEP), the Withlacoochee Regional Water Supply Authority, and other stakeholders. This collaborative, data-driven, and proactive approach ensures effective and consistent water resource and supply planning and development. The CSEC RWSP was approved by the St. Johns River Water Management District Governing Board on February 8, 2022.中央泉水/东海岸（Central Springs/East Coast, CSEC）区域供水计划（Regional Water Supply Plan, RWSP）致力于为圣约翰斯河水资源管理区（St. Johns River Water Management District）的自然资源保护与可持续供水保障提供支撑。该计划针对至2040年的预估用水需求，明确了供水与资源开发项目及节水策略，在维护生态环境完整性的前提下满足未来用水需求。规划区域覆盖沃卢西亚县（Volusia）、布雷瓦德县（Brevard）、印第安河县（Indian River）、莱克县（Lake）、马里恩县（Marion）及奥基乔比县（Okeechobee）共6个县的全部或部分区域，涵盖3个次级分区：马里恩县与莱克县北部区域、沃卢西亚县，以及布雷瓦德县、印第安河县与奥基乔比县。该区域拥有6处佛罗里达杰出泉域（Outstanding Florida Springs），同时包含圣约翰斯河与印第安河泻湖（Indian River Lagoon）的源头区域，以及总长超140英里的大西洋海岸线。圣约翰斯河水资源管理区正与当地公用事业单位、社区、西南佛罗里达及南佛罗里达水资源管理区、佛罗里达环境保护部（Florida Department of Environmental Protection, DEP）、威拉科奇区域供水管理局（Withlacoochee Regional Water Supply Authority）及其他利益相关方开展合作。这种协同联动、数据驱动且兼具前瞻性的工作模式，可保障水资源与供水规划开发工作的高效性与一致性。本CSEC RWSP于2022年2月8日经圣约翰斯河水资源管理区治理委员会审议通过。
