指定された調査区のうち、総務大臣の定める方法により市町村長が選定した抽出単位に居住する世帯の15歳以上の世帯員約105万人
ただし、以下を除く。
・外国政府の外交使節団の又は領事機関の構成員等及び外国軍隊の軍人・軍属並びにこれらの家族
・自衛隊の営舎内又は艦船内の居住者
・刑務所、拘置所の収容者のうち刑の確定している者及び少年院・婦人補導院の在院者

In the specified survey area, approximately 1.05 million household members living in the selected sampling units, which are designated by the Mayor of the city, town, or village according to the method determined by the Minister of Internal Affairs and Communications. However, the following are excluded: diplomatic missions or consular agencies of foreign governments and their members, as well as military personnel and dependents of foreign armed forces and their families; residents within the living quarters of the Self-Defense Forces or aboard naval vessels; inmates whose sentences have been finalized in prisons or detention centers, as well as residents of juvenile correctional facilities or women's guidance institutions.
