数据包中主要包括了中国专利数据库中有关靶向药物的发明专利数据,并根据自有算法对专利数据进行了评价和分类,可用于横向、纵向了解靶向药物专利数据变化情况,及用于判定专利价值;通过对各企业/个人靶向药物专利数据的对比,可了解各企业/个人的技术创新能力、创新水平差异;了解靶向药物的技术发展趋势,避免企业重复研发以及侵犯他人的知识产权;也有助于决策者对将用于出资、转让、许可、融资的专利作出合理判断。基于 AHP 模型,从专利有效期、发明人数量、权利要求数、同族专利数、转让次数、诉讼次数、被引用次数、质押次数以及代理机构情况等价值维度,赋予相应的系数,并将价值之和定义为专利综合价值,利用IFS函数对专利进行价值判定,用于评价现有专利价值,为本领域技术人员、市场主体、成果转化机构提供技术支撑。算法规则包括:1.专利有效期得分,今日(数据下载当天即2023年12月12日)至预估到期日年份数,每年算1分;2.发明人数量得分为发明人人数,每有1人算1分; 2.代理机构情况得分,有为5分,没有为0分; 3.被引用次数得分,每被引用1次+10分; 4.引用次数,每引用1次+2分; 5.同族专利数,每多一个其他同族专利+1分,以1个为基准; 6.权利要求数,以10条权利要求为基准,每少1条-1分,每多1条+1分;7.转让次数,每被引用1次+5分;8.诉讼案件数,每有一次诉讼案件+50分。最后得出来的分数取整,即四舍五入。

The dataset mainly includes invention patent data related to targeted drugs from the Chinese patent database, and evaluates and classifies the patent data using proprietary algorithms. It can be used to understand the changes in targeted drug patent data both horizontally and longitudinally, as well as to determine patent value. By comparing the targeted drug patent data of different enterprises or individuals, one can grasp the differences in their technological innovation capabilities and innovation levels, understand the technological development trends of targeted drugs, avoid redundant R&D by enterprises and infringement of others' intellectual property rights, and help decision-makers make reasonable judgments on patents intended for capital contribution, transfer, licensing, and financing. Based on the Analytic Hierarchy Process (AHP) model, corresponding coefficients are assigned from value dimensions including patent validity period, number of inventors, number of claims, number of family patents, number of transfers, number of litigations, number of cited instances, number of pledges, and agency status. The sum of these values is defined as the comprehensive patent value, and the IFS function is used to determine the patent value for evaluating existing patent values, providing technical support for technicians in this field, market entities, and achievement transformation institutions. The algorithm rules are as follows: 1. Patent validity period score: the number of years from the data download date (December 12, 2023) to the estimated expiration date, with 1 point awarded per year; 2. Number of inventors score: the score equals the number of inventors, with 1 point per inventor; 2. Agency status score: 5 points if an agency is involved, 0 points otherwise; 3. Cited count score: +10 points for each received citation; 4. Citation count score: +2 points for each made citation; 5. Family patent count score: +1 point for each additional family patent, with 1 family patent as the baseline; 6. Number of claims score: based on 10 claims, -1 point for each fewer claim, +1 point for each additional claim; 7. Transfer count score: +5 points for each cited instance; 8. Litigation count score: +50 points for each litigation case. Finally, the resulting score is rounded to the nearest integer.
