The Board, under the terms of the Act, was unable to initiate action to improve buildings. If private individuals notified it of buildings requiring investigation it could do no more than refer the complaint, together with a notice drawn up according to clause 21 of the Act, to the City Building Surveyor. The series comprises copies or abstracts of the original complaints, the originals generally having been forwarded to the Surveyor, and replies from the Surveyor. Copies of notices to the Surveyor were made in the Complaints Letter Press Book, now missing. The correspondence relating to each complaint is enclosed in a folder and with a running number.
