本数据集汇聚政策法规、行政处罚决定、执法说明与相关公开文书文本，覆盖政策发布、违规认定、处罚依据、处罚结果及相邻治理信息，能够较完整地呈现互联网治理中“发现问题—认定问题—处置问题”的闭环链路。数据样本以中文政策处罚材料为主，具备较强的制度文本特征、法律术语特征和规范表达特征，适合用于构建面向监管业务的高质量治理语料库。This dataset aggregates policy and regulatory documents, administrative penalty decisions, law enforcement explanations and relevant public official documents. It covers policy release, violation determination, penalty basis, penalty outcomes and adjacent governance-related information, and can comprehensively present the closed-loop chain of "problem discovery - problem determination - problem disposal" in internet governance. The majority of data samples are Chinese policy and penalty materials, which possess prominent characteristics of institutional documents, legal terminology and standardized expression, making them ideal for constructing high-quality governance corpora tailored for regulatory operations.
